TOWN OF VERMONT PLAN COMMISSION MEETING

July 31, 2006 – 7:30 p.m. – 4017 County Hwy JJ

CALL TO ORDER AND POSTING CERTIFICATION

The meeting was called to order by Mark Sherven at 7:30 p.m. Johanna Solms certified that the meeting notice had been posted at the Black Earth State Bank, Amcore Bank in Mt. Horeb, on the front door of the Town Hall and on the town website, www.townofvermont.com; also published in the News Sickle Arrow and the Mount Horeb Mail.

Members present: Barbara Grenlie, Donald McKay, Mark Sherven, Jim Elleson, Bruce Ellarson, and Johanna Solms. Members absent: Eric Haugen

APPROVAL OF AGENDA

Motion was made by Barbara Grenlie, seconded by Jim Elleson and carried to approve the meeting agenda.

APPROVAL OF MINUTES

Motion was made by Barbara Grenlie, seconded by Jim Elleson and carried to approve the amended minutes of the June 26, 2006 meeting.

REconsideration of Application for zoning change and homesite and driveway approval –todd and Kellie peterson, 10292 Bell road

The site visit on 7/29 allowed new members of the commission to see the site. The home site envelope will remain the same as originally presented. One PDR will be used for this rather than the grandfathered site, since the new house will not be at the same location as the old; the current Land Use Intent Form is correct. There were lingering concerns about the home site location on a ridge top.

Motion was made by Bruce Ellarson seconded by Barbara Grenlie and carried 5 to 1 to recommend approval of the rezoning, home site location and driveway application.

Documents provided: driveway engineering plan and new site map. The coordinates of the envelope must be reestablished as it was improperly staked at the time of the 7/29 site visit. An apparent discrepancy in acreage between the digital view and the deed will be resolved by a certified survey; in the interim proceed with RH2 and existing A2. A new erosion control plan will not be needed until driveway construction starts.

Motion was made by Jim Elleson seconded by Bruce Ellarson and carried with one abstention to recommend approval to the town board for the zoning change, home site and driveway application provided that we receive acceptable, legible engineers drawings of the driveway, and that we receive final coordinates of the home site envelope, and measurements to the lot lines on a new site map.

Policy and procedure manual

Building Inspector Bob Dries will be coming to site visits and receiving meeting agendas and minutes from now on. There was a discussion of progress on the new property location-based file system. The Land Use Intent Form will be changed to include requirement for a legible site plan, multiple copies, and location of ridgelines and the version on the town website will be updated. There was discussion of ways to better address ridgetop building issues early in the home site approval process.

ADDENDUM To Minutes

Notes from Site Visit 7/29/06

Present: Mark Sherven, Bruce Ellarson, Jim Elleson, Jo Solms and Bob Dries.

Meeting called to order at 8:30 by Mark Sherven.

Todd and Kellie Peterson 10292 Bell Road

Driveway slopes were checked and envelope located and visited. Drove to the highest point on the property and also viewed home site from adjacent ridge. Discussed with Kellie Peterson and her agent whether they would consider shifting the home site envelope by 50% of its width either NW or SE.

Reid and Sue Jorgenson 9702 McFee Road 10:00 a.m.

Received copies of Quam driveway plan and Erosion Control Plan and fees. May need to rezone Lot 1 if less than 16 acres, depends on new certified survey map. If so would need new LUIF.

We requested the following additional information:

    1. distances from lot line to envelope
    2. shoreline erosion control plan
    3. updated envelope on certified survey map
    4. engineering plan for the driveway—cross section, profile, grades, etc.

Slopes for the driveway area measured 22% at steepest point near corner of fence line; no slope issues for the building site. Suggested careful note on engineering plan re location of mound system.
